Wicked Witch of the west... Odalia Blight ( for Luz) or Terra Snapdragonc ( for Willow)
And finally toto... himself ( for Luz) or Clover ( for Willow)

Luz makes more sense in my opinion. Owl House, like Wizard of Oz, is mainly a fish out of water story with Luz and Dorothy as our metaphorical fish.

Hmmm...I like your take on Odalia as the Witch of the West, now that I think about her "normal human Kansas" counterpart. I was thinking it'd be Belos as the Witch of the West since he's the big bad. But I reckon you chose Odalia above Belos for a reason.

My biggest suggestion would be this. The Wizard of Oz was a humbug originally from Kansas who pretended to be a magician, pulled a large con job on all of Oz and took charge. He's clearly Phillip Wittebane.
