I'm going to be honest when I say this about Queen Novo. I didn't like her at all. I found her to be arrogant, selfish, shameless, cowardly, heartless, and hostile towards others not sea-dwelling. And how she refused to aid the Main Six when they came to her for help was a really kick in the nuts, even though she nearly had a change of heart until Twilight dun goofed. She only revealed herself after the Storm King's defeat.

In fact, if I was there when she arrived in Canterlot at the end, I would've walked up and said to her "Well-well! If it isn't the selfish, heartless, shameless coward that calls herself "Queen"! What hole did you crawl out of to get here, eh?!".

I wonder what her reaction would be if I said that to her?

Well, to be fair, like you said, if Twilight had not tried to steal the pearl, she may have agreed to help them. Though, I have to say she was pretty apathetic towards Twilight.
