If I already submitted a story, but want to add another chapter to it, will it be allowed so long as it's before the due date?

So, it's alright to have the story published in installments as long as it is complete before Feb 29th? In that case, what's the word on stories that go slightly over the word limit? (I'm talking something like 10,200 instead of a round 10k here, not 15k suddenly springing into being as 'slightly'. That sorta thing.)
