Were there any Empires that formed peacefully? I know Austria-Hungary was formed via marriage alliance.

The simple answer is no. The complicated answer is that a small percentage of empires were formed through treaties and alliances, but then whent full stop on conquering all of their neighbors as quickly as possible.

Wasn't Delian League formed as a result of Second Persian War? I wouldn't call that peaceful.
Actually I don't even understand why in English it is ever called "empire" anyway.
