am kinda lost on it why its a thing in cyberpunk is it mean this

NEO (Network Electronics Operation) becasue am just gusseing what it means now and google didn't help me

Basically, it's a prefix that means the newer version of something. Probably means either the old city of Tokyo or SF etc are destroyed, or that the cities have outgrown themselves so much that they call it/the district the new version of the old city.

Might be wrong, but that's how I interpret it.

What Lutropin said. Alphabet soup abbreviations can be tricky, but generally Neo is new, for whatever reasons the author feels like that day.
