Me personally? The way the characters reacted in UA seemed like they had absolutely no idea flying machines like that could exist. Even thinking it was a beast of some sort until getting an uncomfortably close look. If they had gotten to the point of developing prop planes (at least long enough for prop planes to be common knowledge) they may not have known what a helicopter was exactly, but they would have likely recognized it as a machine much sooner.
My personal recommendation? Pre mechanical flight era, but given pinkies contraption, and the rig rainbow has strapped to her turtles back, I'd say they have the tech to build planes, but haven't had a need.
