Life Update! Where have I been?

Simple. Trying to keep my sanity with IRL nonsense.

To set the scene. I live in an apartment complex funded by, a mental health support group, (TGC) These apartments are mostly overseen by their mobile team. (MT). I've lived here for about six years my narcissistic neighbor (NN) has been here for about three. Unlike most of the residents NN is not seen by MT, but rather is seen by his case manager (CM) at the main TGC office, and therein lies the problem.
Are apartments are laid out in three person units, connected by a central Courtyard and Common Area. NN like the other residents has two roommates. When NN first moved in, he took his time getting to know each and every one of us. The first few months were completely calm, and quiet. Looking back it was very obvious what was happening, b unfortunately now its too late.
NN has memorized every little bad thing that we his neighbors either, do not like, or have said or anything, really that he can use as leverage. It started out as a poke here and there. A few hurtful words, a personal jab. It was always a "joke."
Then it grew into monopolizing conversations, talking behind people's backs and then denying it, to intimidation and harassment. Standing in front of people and yelling at them, not allowing them to leave or get a word in otherwise. He will continue this until the person apologizes for whatever tiny slight triggered him. If confronted he will get loud and violent. Slamming doors and threatening our lives.
When the cops are called with yes we have called them many times in regards to this Behavior. He will always turn the incident against us. He will be calm and collected which in turn makes the cops think we're crazy, then as soon as the cops leave he will go right back to yelling at us.
My roommate is scared for her safety almost Non-Stop. It doesn't help that NN, seems to have a personal Vendetta against her. She was friends with a tenant who was evicted, but while they were here they would call NN out on his behavior. That was a year ago, and NN has not forgotten it.
Meanwhile any bad thing he has done never happened.

So I'm sure you're all thinking to yourselves why is NN still there. Well, to put it simply. NN's CM never visits the apartments. NN has to go in to see her, which gives him plenty of time to think of some kind of cover story. As far as TGC knows. We're all just out to get him.
Since NN not on the MT, all they can do is report to his CM. Our landlord (LL) is also third party. Which means they can't do anything. So unless NN's case worker witnesses his behavior. There is nothing to be done. Sure TGC claims to be working on evicting him, I don't believe them, because they have been saying this for over a year now.
And so here I am at my wit's end. The cops we're here earlier for NN, and it was the same story, same song & dance. Anyone I talk to. TGC, MT, LL. Says the same thing call the cops if you feel unsafe. Here's the thing though no one feels safe. Every moment we are on edge wondering what NN will do next. And because we're not taking his crap anymore, he has begun getting more aggressive, more loud, more violent.
And the worst part is that none of us have anywhere else to go. Being caught in the cruel system of SSI, memes we really don't have the luxury to pick our place of residence. TGC, MT, CM, and LL are all aware of what is going on here and they have told us that they know we are right, and that NN is in the wrong. Still they come do nothing or so it seems.
NN is like a dementor from Harry Potter. Every moment of every day it just feels like light has been sucked from our lives. Even with MT, reassuring us that stuff is getting done behind scenes. The second anyone even so much as hears NN's voice. The feeling sets in.
That he is here forever.

A lot has happened since then.
This man assaulted me, broke into the neighbors home, and drank in front of the landlord.
I was granted an order of protection, but against all logic NN is still roaming free on the property.
He's been arrested twice, and went to a 90 day rehab...a week ago.
Now he's back, drunk and ornery, and before he left a week ago, he threatened to shoot the apartments where I live up.
There is an investigation in progress, so I ask all of you to pray for a miracle. My neighbors and I have been living everyday in fear for our safety.

So, if you've been wondering why updates have been so slow...Yeah. I have been working on chapter two of Legend of the Titans slowly, but can't give a date when it will be released. Thanks for listening, I really needed to vent. :D
