That Castle is based in Ponyville, but remember it doesn't REALLY serve as any protection or government. Twilight Sparkle isn't a POLITICAL PRINCESS like Celestia

-She doesn't make laws
-She doesn't do taxes
-She doesn't own land/the people

...Her title as PRINCESS of Friendship is more an HONORARY title. She's more a KEEPER of Friendship.

But basic answer... it's based in Ponyville, but does not protect/govern. It's just Twilight's home and base of opperations
