Think of them as an agency. Like a recruitment centre, to recruit children and teens to gather and go on group activities and have fun or prepare for a profession or job. An example is like talent scouts recruiting teens and sometimes making them ready for becoming stars. (also the fake porno ones). Well but this a little different, these are leaning towards a more known aspect, prostitution.

Those owners of this places will then present their "students" or goods to the owners of the Ma Homes. Those Ma home owners then pick and choose the fillies/mares/colts to work for them and get to wear their exclusive merchandise and brand.

So those "scouts" are breeding mares/fillies in training will on a yearly event go and present themselves to Ma Home owners and hopefully get scouted/recruited/chosen. Then they will work and strut their stuff in that place and earn some bits and maybe find somepony special. :)
