8.2 Common Rules

If she grabs a colt or stallion and do the same, can be some fines to that, maybe a restraining order and scolding from Celestia. Maybe Celestia will take that mare to the side and give her the mare some tips how to seduce the stallion or colt.
If taken a colt or stallion against his will and threaten him, then more heavy fines can come to light and also prison time for a few months.
It have been known that Celestia had made those mares placed in a machine or creature deep in the dungeons that bucking the mare and teasing her non-stop for that sentence time. That mare will be walking funny for a little time after that and have a silly face. It was said to drain and get rid of all the sexual frustration in the mare.
But that method have been under observation for some time now because it seems the mares tend to repeat their deeds to get the same sentence again.

So, If a stallion can't get his sexual partner impregnated, most ponies see no point in him having a relationship with that female, much less in a herd.

So can create scandals and the mares will try to make the stallion choose mates that he can reproduce with.
Those females can in a way still be added outside the herd, but in a herd those females will not been seen or be chosen.
