Twilight woke up feeling sore and bruised all over her body. She looked around. Her surroundings was dark, damp, fetid and there was an iron barred door. Was she incarcerated? Twilight moved her hind leg a little. There was a rattling sound of heavy chains. She looked at her back and saw her leg chained with an iron ball. She tried to charge her horn to try freeing her leg, but as she charged her horn she felt a painful shock on her horn. She moved her hoof to feel her horn and felt a ring clinging tightly on it. Twilight tried to remember what got her inside a dungeon. She remembered arriving to Terra with her friends to start a diplomatic mission so the two nations would cease the cold relations, then they were having dinner with Queen Safira, talked, or rather argued, with the monarch about the importance of warming up relations with Equestria and it ended with feeling very drowsy after having served potato soup. Then it hit her. The queen poisoned them with sleeping draughts!
The entrance door to the dungeons opened, making Twilight jump. Who came to visit was none other than the Terran queen Safira. Fitting for a predominantly Earth pony nation, Safira was an Earth pony. What made her different from the rest of her tribe was her built. Although the queen was shorter than Princess Celestia, she was tall but also slender and graceful for an Earth pony. Twilight could barely see a sneer on the queen's blue face from the darkness. Twilight felt her stomach churning with anger at the sight of her. "Why did you do this? Where are my friends?!" Twilight yelled at the Terran queen.
Safira smiled cruelly at the sight of her captive's anger and answered, "Why did I imprison you? Because you are Equestrians. You are all impure ponies and Earth Traitors. The very fact that you unicorns and pegasi exist and the Earth Born coexist with you lot is a grave evil contaminating the purity of Earth. As to where your impure and Earth Traitor friends are, I am afraid I cannot tell you."
Twilight, with great difficulty, went to her cell door to face her nemesis. "You tell me where my friends are now or I swear by Celestia and Luna you will regret that you ever imprisoned us," she hissed.
The queen chuckled. "Oh of course your imperialist princess would start a war. She would find any excuse to start a war against Terra. But don't worry, Terra will not fall. Equestria likes to flex her muscles but we have come prepared for a war against Equestria, not like last time." Safira came closer to Twilight's face and whispered, "But of course, Terra would be willing to extend our truce if Equestria gives up our lands captured during our last war and hand us a third of Equestria's royal treasury in exchange of your freedom and those of your friends. How does that sound, princess?"
Twilight opened her mouth but then hesitated and looked down, thinking. Reasoning with the Terran queen for warmer relations with Equestria seemed like a lost cause. Maybe giving up some ex-Terran land and a third of Equestrian royal treasury for extended peace sounded like a good idea. But it clicked her. Reasoning with Terra was a lost cause. Twilight scowled, faced Safira again and spat the queen at her face. "A pox to you and your tribalist country! Celestia and Luna will come to free me, my friends and those slaves that your country keeps!" she growled.
Safira wiped her face and replied in disgust, "You savage! I will make sure to personally witness your wings plucked, your horn chopped off, your mark getting burned off and have you as my personal slave. That is not just a threat, that is a promise." The queen stormed off and left the dungeon afterwards.

As they were acting as diplomatic representatives of the Concord Union and the Twin Thrones their arrest is considered an act of war. Thus with the permission of the Assembly of the Senate and Rohirrim, a state of war is hereby declared between the Kingdom of Terra and the Concord Union of Equestria.
As of this moment the Equestria Royal Navy is preparing to blockade your port, and the squad that has delivered this message has already broken Twilight Sparkle and her friends out of their cells. I warned your father the last time our nations were at war. One more incident, one more slight against the rights of my citizens. When this war is over the Kingdom of Terra will cease to be.

4459938 Yeah, you are right. Let's say that she is offering escaped slaves refuge in Equestrian borders and has long made sanctions to Terra such as embargo. The capture of Twilight and friends is the last straw that broke the camel's back. War and illegitemizing Terra's existance was the result.

Equestria merchant ships rarely enter Terran ports unescorted and unarmed. Standing orders is to not looks for stowaways until they leave Terran territorial waters.
