History: A native of Las Pegasus, Wind Rider became a member of the Wonderbolts sometime in his late teens or early 20s and quickly excelled at it. He set many of the speed records that would stand until the years leading up to the war, but he became arrogant, believing himself above the law and set out to make sure that he would never lose his standing in the Wonderbolts. As such he targetted the up and coming young flier Rainbow Dash and had her framed for a crime so that she would be kicked out of the Wonderbolts, however he was exposed and lost his position in the Wonderbolts as a result.

At some point Wind Rider returned to Las Pegasus and tried to rebuild his life, during the war he built up RoPony Corperation in order to help with the war effort. His company created many of the technological advances that benefitted Equestria during the war, but he never forgot Rainbow Dash. At some point he came to the realization that the megaspell apocalypse was inevitable and he set about preparing Las Pegasus for its coming. Before his preparations where complete however, a Balefire bomb was detonated on the outskirts of the city, he managed to keep the core of Las Pegasus safe, and started to rebuild. He hooked himself up to a modified Crusader Maneframe and went into magical stasis so that he could remain alive.

For the next 200 years, Wind Rider kept the defenses of his precious city, now called New Pegasus up, fighting off the Grand Pegasus Enclave. Following the day of sunshine and rainbows and the collapse of the Enclave, he opened New Pegasus to the Wasteland.
Personality: A complete sociopath, Wind Rider believes that everything he has done was necessary for the future of Equestria, but when pressed on his actions he becomes angry and potentially violent.
Ruin's Thoughts: When I wanted to start a fanfic set in New Pegasus, I knew I needed a Pony to stand in for Robert House, originally this was going to be an OC named Ms. Light, but then the idea hit me to make them a canon character. The hard part was figuring out who it would be, I needed a Pony that fit the following criteria:

1. They had to be a Pegasus.
2. They had to be the kind of character who would reflect Mr. House's the ends justify the means attitude.

The first Pony who crossed my radar for the role was not Wind Rider, it was Lightning Dust, but I dismissed her quickly because she wouldn't have the right personality. So I kept looking, then I remembered Wind Rider, and everything fell into place, he was already a sociopath and would justify his actions by any means necessary. So Wind Rider became my Mr. House, and you can see the results of that in the recent chapter of Fallout Equestria: Hidden Legacy.
