I played from about 2005 up till sometime early last year, I think--off and on. I may go back eventually, but got too many games as is. 
The area he's in isn't classic, per se. Looks like he's in an ogre city to the southeast with some special mud baths. He's wearing dragon boots and has an inferno adze. I can't really see much else from the screenshot, but it has to have been after 2010 or so.
