I concur with the current theme, luna on top
It depends upon one's interpretation of them. More sad/deperessed Lulu is more likely to be on bottom. For Twi it depends on if you feel she has an aggressive streak or is a submissive type.

I see a lot of Twiluna where Luna is the top for fairly obvious reasons:
1. More powerful and/or knowledgeable than Twilight(due to multi-thousands of years of experience).
2. Luna being the more 'mature' one of the two.
3. Luna can be used as a Celestia stand-in(for closet Twilestia lovers).
4. She has a higher social rank, and she is simply physically larger than Twilight.
5. Twilight's social awkwardness can be kicked into hyper mode and just make her a beta.
I like Luna as the top, but I see her as far more awkward and socially inept than even Twilight in her pre-Ponyville/Element days. I'm still formulating how I want them to develop in Pony Dreams. But I'm leaning toward Luna being a very unpracticed lead.

But, to be honest, I've always liked it when Twilight was top, if only because its really nice when well written.
