If you use iOS, one can access the Interrobang using the free utility Special Characters. I am certain that AndroidOS has something similar. Things are much easier on the DeskTop though:

Option/Alt 1 gives "¡Inverted Exclamation-Point!", Alt/Option Shift / gives "¿Inverted Question-Mark?", and one can access "⸘the Interrobangs‽" using "Character-Viewer". I am certain that one can do something similar on Windows.
