After all, the bears have all sorts of accessories, underwear included, I believe. It was most likely meant as a fun way for kids to be able to interact with their stuffies. 1. Thigh-highs, underwear & the like is actually pretty common on dolls and plushies (Trust me, my sister collects a fuckton of dolls and plushies, ranging from small normal ones to life-sized pokémon and Hello Kitty. She's twenty.), so chances are that the fandom ruined your mind.
