Hello fair readers.
I hope this day greets you well 
I would just like to get some idea's out their about certain things in the "My Little Tony" story.
1) First off as you probably already know this is an alternate universe where Rainbow Dash finds a human infant before Twilight Sparkle arrives at Ponyville.
I did this to give Tony time to develop before the events of the series premiere, and to show how having a child would affect Rainbow Dash throughout the course of the show's events. Thus this Rainbow Dash (indeed this entire universe) is not cannon to the MLP:FIM show.
2) Their have been some people who informed me that only pegusi (or a pony with a cloud-walking spell) can walk on clouds.
Hehe I forgot this fact upon writing the story. Sorry in my head I though any pony could walk on clouds if they could reach them. Soooo that's the idea Im going with. If a pony or any other creature can reach a cloud they can walk on it :)
3) I can't do a day by day story of Tony's life that would be exhausting. So im going to try and jump around to important parts in his life.
4) For the sake of experimentation and for interesting scenario's the ponies in the story shall age as "actual" ponies, the exception being the immortals of course.

You could change number 2 so cloud houses are enchanted/special clouds that anyone can walk on. And normal clouds can be walked on only by pegasi, unless a pegasi is already on/holding the cloud when anyone can go on it due to the pegasi magic making it stronger. Ergh, I can't explain in mornings, I need coffee. Hopefully you got that.
2704265 A promising idea. I was thinking and maybe any creature with wings can walk on clouds? After all didn't Gilda at some point? And I didn't remember them mentioning a "cloud walking spell" in any of the episodes. I got to actually check on that.
But the main issue will be getting Tony "down" from Rainbow's home as he grows up. He can't stay up there forever
2704709 Maybe Pegasi can expend additional magic to make clouds "walkable" to no winged creatures or creatures without that type of magic. However, since Cloudsdale is too big non-pegasi can't walk on it. That said, the hot air balloon was able to land on the clouds there, why? Maybe it's because it has a larger surface area so the lack of magic still works? your idea just inspired me! I like the whole pegasi expanding their "cloudwalking ability" to others, and perhaps it can have some emotional significance too it. 
The only problem is what if said pegasi isn't present on the cloud. Wouldn't the non-pegasi (in this case Tony) phase through the cloud when a pegasi isn't there? Or maybe cloud-homes are more sturdy?
2704779 By to others it's really more to the cloud, which allows others to walk on it. And maybe the pegasi magic is fused into the cloud for a short while - except for actual houses that might require unicorn magic as well or regular maintenance. Maybe to get house insurance for a cloud house you need to have had some sort of magic done to it.

2704792 Magical insurance? Now theres an idea perhaps thee priced go up when you have a non-pegasi occupant.
Tony's gonna have to walk on the clouds by himself at some point. And I would like him to get around on the clouds easily. So I guess im leaning to the pegasi-connection thing. A Pegasi can extend their cloudwalking ability to those close to them.
What do you think?
2704809 Depending on how "human" you want Tony to be and whether you want it to be all badass or slice of life during his late teen/young adult years you have different options.
For badass/non-human there is:
Have his non-magic body absorb ambient magic over time due to his body holding none. I trust you know how diffusion works? Low magic pressure in Tony compared to high pressure outside means he could absorb it. Then maybe get the passive abilities of pegasi (flying if you want him to be OP but I'd rather have that as a no) to let him walk on clouds. Make this take a long time. Or his body could adapt because magic. But then I like explanations so maybe no.
Permanent wings spell (maybe given to him by Celestia when she finds out to help him fit in due to his lack of magic). I prefer this to the option above.
For normal there is:
Maybe have Twilight make a better cloud-walking spell that last longer, or forever.
Cloud walking amulet/ring. Enchanted and either made by Twi (possibly with pegasi feather ingredients or pegasi magic extracts) or brought from a corner store in a back alley in Canterlot (because clichés) or just a normal store.
It depends on when he needs to walk on clouds by. And if you want him to be alone. Your idea is fine if he's always with somepony.
2704833 I do like the diffusion idea. Nothing to OP though. Tony's gonna be a little different having been raised in Equestria, this maybe one of those changes.
Im also thinking about pony ages and heres what im thinking. At first I was thinking of having ponies age like regular horses. But then I remembered Granny Smith has lived for more than a century.
So my working diagnosis is that ponies "mature" faster. Thus they finish school quicker, get jobs earlier etc...
BUT! Have long longevity due to Equestrian magic.
2704849 My favourite from my list was the given wings from big C one. Mainly because wings are cool. But then clichés. But the thing with diffusion is: Tony's body can't get a higher concentration of magic than the ambient level. And for magic to be sent out (e.g. to make clouds "solid") he needs more than the ambient amount. Ponies probably use active transportation involving carrier molecules or special magic organ to bring the magic into their bodies against the concentration gradient so they can get more than this amount. Twilight and Celestia probably have more/better/efficient carrier molecules or a stronger magic absorption organ. Unless magic is generated by ponies. Tony might not have that.
I also like the amulet thing.

Amulets work as well. But I doubt he'll be running off in Cloudsdale for a while.
2704959 For this story he will be fully human. I feel that transforming a human into a pony lessens the impact of an HIE.
I want Tony to feel like a fish out of water. Cant do that if he looks like everyone else (well I could but the impact will be lost)
2704985 By "pony" human I meant with "pony" powers/abilities (e.g. cloud walking). So maybe an amulet is better.

HOLY JUDAS ON A HOE. Please do this. Make him an inventor. Actually, search for other "inventor human" fics to see if this has been done (as in by an adopted human - not an adult sent there). Seriously. Make him design his own "cloud boots" which do stuff. Or something to put him on level ground.
Ok, fine it's your fic. I just brainstorm, a lot. But yeah, IDEA, make him make stuff to level the playing field.
Unicorns have spells - to do a lot of things, mostly just to aid their talent.
Earth ponies have strength and the ability to grow and make food (more) efficiently.
Pegasi have flight and weather abilities.
All ponies have a special talent that may/may not be aided with magic.
But humans, humans have brains. Humans see a indestructible wall and smash right through it. So yeah, make him have hands that are always doing something in early scenes (to slowly introduce it) then maybe have him tinker with a few objects when no one else is around (e.g. Fluttershy leaves him with Angel and he makes a mini trebuchet with some loose sticks and string).
Just some ideas, just introduce it slowly - if you do that.

His fascination with flight will supr on some "Da Vinci" type of designs :)
And yea the whole "hugging" thing (using his hands) and his sense of curiosity is a sign of things to come
