In the show, Spike has always been a punching bag to the writers despite being part of the main cast. And yet in spite of that status, he has always been capable of mature actions that go against his childish appearance (that being said, I'm not saying he can't be an idiot from time to time).
At the same time as failing to write a decent, concrete Spike characterization, the writers of MLP fail to see a very intriguing part of Spikes character... that he's a bloody dragon! Sure, they gave two episodes about it ('Secret to my excess' and 'Dragon Quest'). But since those two have aired, there's been a huge lack of story building on that side of the story. And I have to say, that part of Spike's story has a damn lot of potential.
And if I am to list some of those potential conflicts that he could be given(Things that people could and have used on fanfics), here's a few:
Alienation x2 - 'He's a dragon who lives in a society of ponies and he's a dragon who can't live in a society of dragons. Pick your poison.'
Mortality - 'He's gonna die yes, but he's gonna see each one of the people he loves die first. Luckily, with the introduction of Twilicorn, that's at least one less death to see.'
Hunger for power/The need to be an Alpha - 'Spike is a member of a predatory species. And as such, it's very fair to assume that he has that kind of instinct besides his instinct of greed. One of the reasons I could think of as to why it hasn't manifested itself yet (besides the fact that this is a bloody kid's show), is because with his young not-so-threating-body, he has no viable outlet to let that instinct run. And if he did let it run with his current body, he'd get screwed... which is nothing new, so yeah. Let the little sucker run wild!'
Maturity with meaning - 'There's a lot of examples of Spike acting more mature than what his apparent age would deem him valid of. Work with that'
Yes. Exactly the reason why I bothered to join this site other than dark humor and clop.
Why would anyone think Shining, Blueblood or even Brad deserve more character than Spike?
His true origin remains a mystery, he could have more magical abilities, and what is with the age thing? Twilight was 4 or 5 when she hatches him, do ponies age fast or is Spike going to be a thousand year old Yoda?

Well, now that I got that out of my system. Yes, That's one of the reasons why Spike fics are in-numerous. Spike is putty in anyone's hands.
As far as pony to dragon age rates go, I'm gonna go by saying that body-wise they age at the same rate. The main difference my own selfish imagination puts it is that dragons just live for a long ass time more than ponies
Maturity-wise, things can get a little bit more complicated, given the ideas we could get from "Dragon Quest".
