Well there's this: The FAQ If you scroll down slightly to RULES the third one has story submission basics.
But to my understanding:
It has to be pony related (obviously

It has to be at least 1000 words
It has to have a short and long description to summarize the story (but not spoil anything)
It has to have the right tags and content rating.
There's more, but go ahead and try. If anything is incorrect, a moderator will send you a message telling you what you need to fix before they can approve it

I find brainstorming helps at times, tell us the premise of the story and where you're getting stuck. I'll pm you with some suggestions after I have a good understanding of the basics of what you're trying to do or where you're stuck.
