If a hypothetical story were to be hypothetically based around two ponies, say, I don't know, Scootaloo and a certain stallion she's hypothetically in love with— and the hypothetical plot of said hypothetical story was mainly about the aforementioned hypothetical stallion's death and the way she copes with it, but also included references and flashbacks to the happier times in their hypothetical relationship, including when they met...
Would it be tagged Tragedy, Romance, or both?
All hypothetical, of course.
Depends which is more integral to the main theme. Though, knowing nothing about the story myself, i'd use both, just to be safe.
I'd say both is probably the way to go, honestly.

I would tag it Sad and Romance. Tragedy is more appropriate when the story includes or is centered on a character's death. It sounds like your story is more focused on how Scootaloo deals with his death. That's Sad territory.
