No she is not. She moved out of her house that was shared by Latios due to wanting to become a rescuer just like her big brother. She currently is staying in the guild and the reason why she is being teased and laughed at is because her moveset is pretty sloppy. But everything will changed once she reaches her potential. The reason why she agreed to live with RD because she wanted to be super close to her first friend.
