The Prime Minister in early 1009 is called Ardent Opposition. Not really much else to say of him right now, since I haven't had much reason to flesh out the character yet. Most Ponies are barely aware there's a Parliament, though they might have a 50/50 chance of naming the current Prime Minister. Saying what he actually does is another matter. It's disturbingly common for local campaign teams to have thought they were pushing for the local mayor's office and won, resulting in quite a bit of embarrassment when the unwitting new MP is summoned to the capital.

As for political parties, this got very long so I'll address it elsewhere (either in a story or a blog) to avoid flooding your chat. In very brief summary:
Royalists - Moderate economic conservatives who are currently in power with a healthy majority.
Reformists - Moderate economic socialists, the main opposition mostly drawn from the middle class, ousted in 1005 over a corruption scandal.
Harmonites - Luddites who think magic can solve everything. Usually have a few seats, contend with the HSR for the status of 'third party'.
HSR - Political arm of the main cults dedicated to worshipping the Sisters, who are tolerated by the wider Epalant following society (Equestria's religious environment deserves a blog of its own). Usually have a dozen or so seats.
PCP - Effectively Marxist communists, another minor party with one seat.
Her Majesty's Loyal Opposition - A big tent party with a big name which only holds one seat. They want to abolish the diarchy (a position only shared by the PCP) and that's about it. Probably won't hold that seat and it was a fluke they got it in the first place.
Independents - A lot of them with quite a lot of seats. Usually local campaigners who got in on a single pressing issue in their local constituency. Joke candidates are also fairly common. Many MPs for the major parties drift between being proper members and this position or even flipping aisles entirely, as there is no such thing as a party whip.

I really like the world you built out of the EaW mod. I must ask though, what are the political parties in the Equestrian Parliament and who is the Prime Minister?
