Well this comment you wrote here makes a very strong argument for the contrary.

Not really. As said before it has an atmosphere. Which kinda sucks for Twilight.
If it was just like our moon...well because of no pressure it would have meant that the water in the paint would actually boil and evaporate almost instantly. And after that it will take quite some time to freeze because the only way of conduction would be trough radiation which is incredibly slow. But that is not important because we're interested in the paint. Because all the liquids in it evaporate almost instantly the paint would dray very very fast. It would be a very ugly layer of paint full of cracks and bubbles but still, dry and not frozen.
