A imperial investigator did not know what a cat was when he had one as a pet. He thought it was a midget lion because of iconography of lions were known. But simple cats were not widly known. Same would be here. How would a clearly a hive citys citizen be calm when talking animals run amock?
11328045 you are right to. I simply worked with the fact that horses exist in the Imperium, like the death riders of the Death Korps of Krieg. And as earth ponies look closest to normal horses, I thought the citizens would not care much.
As to why the 2 helped them,Oscvar is a veteran, thus able to tell what's a threat or not, not blind to propaganda as a recruit would be. Plus, they found them late in the evening, as such, being tired, not thinking much of it, given they have horses in the Imperium. And as they are foals, children, it was the most rational instinct to help them for them
