Can a reviewer review a story that's already been... reviewed?

For example, lets say there's a review of, “Vampire Ponies At Dawn!” (not an actual story but now that title sounds cool-) But there's already a review of it? If yes- then I have a follow up question; does it go into archives? or since the story is already there, the reviewer ignores putting it there?

Yes, you can. You can submit the story again, but not to the same reviewer, obviously.
