'Technically', Leonardo could have beaten Raphael... he was the most trained and well-balanced. But because Raphael was his brother and because he cared about him, even if Raphael seemingly didn't, Leonardo refused to use his full strength.
Could the circumstances be a slight different for this scene? Possibly... who knows?
In the abandoned laboratory, the Legion of Doom watched as Doctor Octopus re-constructed his fusion reactor with pure concentration, his mechanical arms grabbing this piece and that all over the floor.

Cozy Glow beamed. "Ooh! That is a good one, Dr. Octavius, sir!" she said almost sycophantly. "We should trademark that!"
Oh yes, 'Spider-Man 2' definitely had some big moments. And yet as evil as Doctor Octopus may be, he's not completely heartless. In a way, he's actually one of the more sympathetic villains in the Spider-Man series. Least the Sam Raimi films anyway.

She panted with fear, throwing a seed that opened up to an escape-vortex.
"He's not gonna be happy when he hears about this."
That little twerp is just never going to get it. At least Otto realized what he was becoming even though in his defense he's the adult. Whereas for Cozy Glow, unless she truly recognizes just what she is turning into, there won't be any going back.
