In my personal opinion, 2003 Shredder and 2012 Shredder are great, although as Shredder I prefer Ch'rell, as Oroku Saki I prefer 2012 Shredder.
And although I feel that both are brutal, I feel that Utrom Shredder is overrated just for being the fusion of the two worst enemies of the ninja turtles, at the same time I feel that the 2003 series is the most overrated and in their crossovers with the other series they nerf the latter, especially the 2012 series.

I never talk about canon crossovers, I talk about fanfics where there are people who put over the turtles of 2012 to look good the turtles of 2003. Same reason why the 2003 series is the most overrated.
PS: The term over it can either refer to the act of making someone look good, often by losing to them.
