could you clarify what you are looking to commission, like theme characters, along if you a story or art? Not presuming anything here it's just people would need a good hook to their their interest in taking them. Other then that there art dedicated groups for art and stories which you might have better luck, or look up writers you like if they take commissions or not to, which odds are pretty good they would.
