Is it for authors who have shown a desire to have a TV Tropes page for their story? Or is it for readers who think that a particular story deserves a TV Tropes page? Who is doing the wishing?

I ask because TheQuietReader added the fic The Hearth's Warming Woodcarver to this category, yet I can't find any evidence that the author has ever requested a tropes page for this story. (In fact, the author claims to hate their story, so I rather doubt they want one). The category feels somewhat pointless if there's no way to know where the request is coming from.

I did not know that you could request a Tv Tropes page for your fics.

I put my fics only in that category waiting for someone to make a page on Tv Tropes.
