For all folders, fics that are clearly in the negatives are allowed into the folder. The Inexplicably Popular folder is locked for admins. I will soon hold hiring announcements for new admins.

Going off the old groups' rules, any fic with 100 dislikes will be added to the Inexplicably popular folder.
