I have a question about OCs. I get that OCs are characters that you have made up from scratch, but can they be relatives of any canon pony in the show? Or aren't they OCs then? If that is the case, what are they then? Please help me get this straight so that I can know what character tags I should use when I publish my next story!

If the character doesn't appear in the show, then they're an OC. If they do appear in the show but don't have a tag, just use the "other" tag.
