A preliminary search would suggest that he is mostly correct, with the exception that some sources indicate the US government has been pressured into fixing the life threatening failures at least before declaring it operational... with the caveat that they're already selling operational aircraft to their allies and it's apparently seen combat at least once.

'PopularMechanics.com':

The Pentagon has agreed to fix a litany of problems with the F-35 before moving to full production of the controversial jet... In its report on the F-35, the GAO warned, “In its rush to cross the finish line, the (F-35 Joint Program Office) has made some decisions that are likely to affect aircraft performance and reliability and maintainability for years to come.”...One of the... deficiencies is the pilot’s helmet-mounted display, which emits a dim green hue and can “decrease the pilot’s ability to detect visual cues.” A fix is in development, but until then pilots landing on ships at night are placed under safety restrictions.

'BreakingDefense.com'[sic]:

WASHINGTON: Perhaps the most damning thing a director of Operational Test and Evaluation can say about a weapon is that it is not “operationally suitable.”... The operational suitability of the F-35 fleet remains below requirements and is dependent on work-arounds that would not meet Service expectations in combat situations ... Over the previous year, most suitability metrics have remained nearly the same, or have moved only within narrow bands which are insufficient to characterize a change in performance.

We don’t know how it went.

We won’t know how it went.

The Pentagon has classified its report into the most significant challenges the US Marine Corps encountered in Japan and when taking its F-35B ‘jump jet’ variant to sea aboard the USS Wasp in January.

'NationalInterest.org':

The F-35s’ slow development means that users will get less utility from the purchase than would have been the case had the jets been delivered close to the original schedule... We’re now looking at a longer wait and a higher price for some of the key capabilities we’re after—especially a dedicated maritime strike capability.

'uk.businessinsider.com':

Most recently, there have been concerns over its computer systems' vulnerability, and Chinese hackers have possibly stolen classified data related to the project.. For better or worse, it's going to be the US and its allies' main warplane for decades to come.

'gizmodo.com':

a new Pentagon report suggests that the futuristic fighter jet still has hundreds of deficiencies and won’t be ready for ready for full combat testing until 2019... The Services have designated 276 deficiencies in combat performance as “critical to correct” in Block 3F, but less than half of the critical deficiencies were addressed with attempted corrections... Deficiencies continue to be discovered at a rate of about 20 per month, and many more will undoubtedly be discovered before and during IOT&E.

'ukdefencejournal.org.uk':

The F-35 programme has gone through serious teething problems, problems also experienced by the majority of complex aircraft flying today such as the F-15, Typhoon or any other modern combat jet...

The fact that only one of the results on the first page had a remotely positive title should've been a clue honestly.
