She is a vampire who does not drink blood unless neccessary, as she finds it barbaric.
Because of this, she is physically quite weak. She still holds enough power to be somewhat of a challenge despite her lack of blood ingestion.
She was going to visit her friend(?) Remiia Scarlet who would help her live without fear when she haplessly entered Gensokyo in the midst of an Incident, and was thus shot down.
Her ability seems to be quite useful despite its passivity. After all, most vampires crave blood constantly.

This is her theme.

Note that the proper name would be "Philinion's" Resurrection.

She could also be French. Her name is, in fact, French.
Which is strange, considering Remilia is thought to be so as well.
I'd say she was either conceived elsewhere and moved to France or she is somehow younger than the Scarlet Devil.
Also, I misworded a line. Corin was the one who needed help, not Remilia.
