Things aren't all that bad. In the annex I'll be suggesting a rule change saying that all god characters are banned immediately, I'd have enough support from the group that C/S would have no choice but to comply, and HE would have to either get rid of his zebra character or change him.

We do in fact have a ban hammer (in the form of Silvy's baseball bat), but it's never been used.

Waldo at least has an OC for the group which he used quite a few times, and Skeeter RPed as himself once. Moldy killed off his OC when school first started up, but he at least still participated to an extent. I wouldn't say it's necessary to add them, but if you find a pic that needs just a couple more names to it I'd say add one of them to it.
