That would be USMC Staff Sgt. Ronald Lee Ermey, retired. He served as a Drill Instructor for several years, and fought in Vietnam.
You probably know him from one of the over sixty films he was a part of. The most famous film he was involved with, and the one the picture I posted originated from, was a movie named Full Metal Jacket, in which he played Sgt. Hartman, a USMC drill instructor during Vietnam. The fact he was, in fact, a former drill sergeant meant that his performance was pretty damned accurate.
