based off of everything ive seen of how both groups are depicted? ARC Troopers, they seem to both have better training and an actual understanding of how to do their jobs...Death Troopers do not seem to have that,

Arc Troopers all the way, Death Troopers can be dangerous warriors, but they don’t have the best training, experience and indoctrination as the Arc Troopers do.

ARC Troopers are Navy Seals, Green Berets, and in Legends were trained Mandolorian Warriors. A Death Trooper is a modified human or clone with somewhat better training but not to the amount a ARC has. So ARC all the way.

That sums up the two. I would also point out that the Death Trooper was genetically augmented, whereas the ARC Trooper was genetically eningeered.
