Sure.
I’d suggest looking at images of knights helmets for a reference, and combining aspects of the zodiac signs into the Power Ranger helmets. Maybe for Libra, incorporating the plates of the scales as either shoulder pauldrons or the sides of the helmet?
There is already a Kyuuranger with a Libra theme in the design, his name is Tenbin Gold.
