A subgroup within the PER (Ponies for Earth's Rebirth), the Deer For Earth's Eternal Rebirth, see ponies as just as destructive and greedy as humans... and it's the deer who shall bring nature's splendor back to earth and free humans from their destructive forms and their hands that they used to strangle mother Earth.
Born within the PER, DEER likewise sabotage and replace potions for New Whelp, New Griff, New Kitten, New Pup... except they replace them with potions for New Fawns instead. Unlike Celestia who denounces the PER as delusional madmen, King Aspen doesn't support DEER outwardly... but doesn't denounce them either... It's unclear if it's because he considers them not worth even giving the dignity of being spoken of, or he wants to see if they can stir up enough trouble for the deer to step in and 'help the other kingdoms restore order.' (His son venomously denies that his father would ever engage in the latter... victims of the deer's attack on Ponyville as revenge for a minotaur developer invading the deer's sovereign territory... aren't so sure.)

They betrayed their species by siding with Xenolestia, is what I mean. They've embraced their imminent ponification (even if they hold off on being changed themselves) and at least a measurable portion of human conversions were done by PER agents.
Now I'm just going by vague memories of what I read in SPECTRUM so if you had some kind of alternate idea... well, then I'd look silly.
That said, I actually don't know if there's a TCB bible out there defining the factions like the HLF, PHL, PER, etc. because I don't even remember if I looked hard enough.

I mean the original Spectrum had Celestia be MC'd by Tirek so maybe SPECTRUM will have it too.
Plus, TCB itself features an OoC Celestia who doesn't care that turning humans into Newfoals wipes out who they are, because she absolutely hates humans due to our shady history.
And don't get me started on what Chatoyance has to say about it.

In a lot of the TCB stories I have read (and my own attempt) Becoming a Newfoal doesn’t replace the person though, that is a concept I only really ever read in either the ‘fixfics’ or similar, like the brilliant Loops series.
