The unfortunate reality is that none of this is exactly new. The Chinese Government has been on this road for years, and countries and corporations have been looking the other way because China is a strong business partner.
The only way to actually punish China in a meaningful way is to stop doing business with China. Tariffs and additional taxes on imports/exports only make business more expensive; but for the bottom line it is still preferable to collaborate with China in the long run.
The only realistic way for America to actually reduce its dealings with China is for Americans to get their Consumerism under control; which is unrealistic considering that American Society rewards consumption for the sake of consumption as well as being wealthy for the sake of being wealthy.

But since Americans would rather argue about domestic social and political issues because of the now tragically common delusion that people who are of a different faith, pollical leaning, social leaning, ect; matters more than working together for a greater goal and the minimum level of common courtesy necessary to coexist.
