It's not so much a condemnation as it is the logical conclusion. The whole reason ponies had to get along was to keep the windigos away. That only mattered until the Battle of the Bell, though, because a final result of that was they killed all the windigos.

With that particular pressure removed, that freed up the ponies to focus on more important things, like how it only counts if your horns touch.
