Nicolás Maduro spoke of the beginning of relative normality and announced a plan for the progressive removal of the quarantine. Thus, Venezuelans will gradually return to daily activities. Mainly, they will rejoin the country's economic activities in a gradual and controlled manner.
El Nacional had access, from two State institutions, to the Plan for the progressive lifting of the collective and social quarantine of the Bolivarian Republic of Venezuela, which suggests that the pandemic could be overcome by August, if the sanitary measures are complied with.
The proposal is focused on four stages and contains basic indications on how the restrictions will be maintained, the permits and what are the areas in which they will be maintained. According to the document, Venezuela is in the fourth and final stage.
The IV stage is proposed through 4 levels: 1. The moderate removal of the quarantine; 2. The application of new standardization measures for regular activities; 3. The sectors will be activated with compliance with sanitary regulations; 4. Recreational activities and reactivation of leisurely work will begin.
These levels, indicates the plan, are made up of actions that will be implemented in the established times. Each is explained below:
Level I: May and June
It began to be implemented from May and is set to take place throughout the month of June, throughout the national territory. It began by starting with control throughout the country and considering that Venezuelans comply with all the protocols established for the containment, rupture and control of the pandemic.
1.- The departure to recreational and common walks is considered no more than 500 meters from the address of girls, boys, adolescents and older adults; They may be accompanied by one or two people. Mandatory hygiene, care and distancing measures must be complied with.
These exits are developed in an interleaved way. Tuesdays, Thursdays and Saturdays adults over 60 years of age can go out; and Wednesdays, Fridays and Sundays for girls, boys and adolescents between the ages of 1 and 16.
In both cases, the recreation hours will be between 4:00 pm and 6:30 pm. The plan states that on Mondays the communities will enter the disinfection phase, so all people must stay at home.
2.- Work will begin at the beginning of those people who were fulfilling the quarantine and who could not carry out their activities from their homes. The different institutions, entities, organisms, companies, consortia must be planned with the minimum number of on-call workers for periods of 15 days.
Strict measures to avoid crowds and guarantee the corresponding health measures should be considered. Those workers who meet all the requirements to carry out tasks from their homes will remain in compliance with the confinement.
3.- The activities in the different banking entities are resumed. At this level, the attention of retirees and pensioners will begin. A maximum number of people will be established to attend per day and hours according to the quarantine. The rest of the population will have access to online services and cash through hourly ATMs and with a limited number of people queuing per day. The plan indicates that the objective is to avoid crowds.
Inside and outside banking institutions, the use of face masks and gloves will be mandatory. Likewise, banking institutions must comply with protocols for disinfection with dew every 15 minutes from contact areas.
4.- Dental, nutritional, psychological medical appointments, among others, will be resumed between 8:00 am and 2:00 pm. Crowds will not be allowed in offices and medical centers or people will wait outside the offices. Specialists must emphasize to their patients the importance of arriving at the indicated time and must ensure compliance with the measures.
The number of patients per day will depend on the estimated consultation time.
5.- The schedule for the use of public transport will be between 7:00 am and 2:00 pm from Monday to Friday; On Saturdays and Sundays, the service will be provided from 8:00 am to 12:00 pm.
The document states that the different transport cooperatives must adopt all preventive measures. Likewise, the different security agencies and municipal officials must supervise compliance.
Passengers will not be allowed to enter without masks or to transport people standing. Once the day is over, the regional authorities must authorize and comply with the disinfection process of the units. Quarantine measures regarding the transfer of citizens to other states of the country are maintained.
6.- The reactivation of flights of the Plan Vuelta a la Patria is contemplated, in consideration of the requests made via the website of the embassies and consulates of Venezuela in the different countries. The countries with the most difficulties in fighting the pandemic will be prioritized.
The protocols for receiving information at the Venezuelan embassies will be maintained and the control protocols for the covid-19 will be reinforced with the return of the compatriots to the country. This measure will be active until July and August.
The following restrictive measures will be maintained at this level:
1.- Classes will continue, at all levels, through the different mechanisms implemented by public and private institutions.
2.- Workers in the informal economy will continue to be quarantined. They will be able to receive the subsidy delivered by the Maduro regime through the Homeland System.
3.- Services will continue to be provided in food establishments with a minimum of staff in each area. Home service will also be maintained at established times and respecting hygiene measures.
4.- The religious meetings will continue to comply with the strategies of dissemination through social networks and the media, in order to avoid crowds in places of worship celebrations.
5.- Border controls will continue with biosecurity teams at the country's borders to attend to the return of Venezuelans.
6.- Although mobility from one state to another remains detained at this level, the return to their homes of those citizens who were trapped in other entities will be evaluated.
Level II: July and August
The plan, which Maduro could present in the next few hours, will strictly depend on the experience gained at the first level. For this, a study will be carried out and the experiences by states will be systematized to a more rigorous monitoring to detect possible outbreaks of the disease in time.
1.- The extension of the exit permit is contemplated, considering citizens aged between 17 and 59 years old. They may leave at a distance of no more than 500 meters from their homes, between 4:00 pm and 6:00 pm on Thursdays and Saturdays.
This group of people must strictly comply with the care and distancing measures, especially for older adults who are on their daily departure.
2.- The workers who remained in their homes will be reinstated, taking into account the guards with periods of 15 days.
The document indicates that the guard groups must be balanced between workers close to the facilities of companies, entities, agencies, among others, and those who have addresses removed from the work areas.
The instances may consider the provision of services from home for those workers who comply with all the necessary elements to carry out the necessary activities.
3.- Special transfer services will be enabled for those who hope to return to their homes. The number of people will be considered and, once all the parameters for preventing the spread of the virus have been met, the Safe Return Plan will be executed.
4.- Visits to relatives who live within the same municipality or parish will be allowed, considering those who depend on third parties for the purchase and health check-up.
5.- Activities in the fields and cultivation areas may be resumed. The tasks will be activated taking into account the minimum number of workers and on-call periods as appropriate.
6. Total disinfection is carried out in schools, lyceums, universities and other study centers, public and private, in the national territory. The plan includes preschools, colleges, high schools, universities, Mission Sucre villages and other institutions.
At this level, the same restrictive measures indicated in Level I will be maintained, with the difference that disinfection of educational institutions throughout the country will begin in order to evaluate the incorporation of administrative personnel and teachers by guards.
At the end of the document it is stated that access to municipal markets is considered every month, with a strict military and police presence, to guarantee citizens' access to food. Likewise, it will be attended in retail stores with request services through their digital pages for cancellation and quick withdrawal.
This plan could be subject to an extension or modification.
