Shockles championed Vehicons as an alternative to throwing endless bodies at each other in an endless war. Megatron disliked the dehumanizing (for lack of a better word) aspect of it all, and thus vetoed it. Now that he's no longer in power...
Again, Shockles is a politician, a tactician, but not a scientist. He had other hands build his dream.
