Spend five minutes thinking about very early pony culture...

Like, if they all really come from earthponies, by biomagical engineering. Well, it seems their early 'technology' was mostly unlike our, for example with glued sheets of material, instead of sewed, with magic as their 'fire', not unlike those dinos, but without so much "dominance!". So, they probably used someone's else constructs (like bird's nests), moving them around on their backs, for example ... Attarcting and changing flying ''light-emitting' insects..and so on...

It really interesting to think how our 'self-control' work and how it developed..Like, we can move our arm or head, yet internally it all just routed bioelectrochemical rolling reaction...So, once this thing routed inside brain itself ..we can reshape it, literally recall something, reconstruct images in our heads ... And with beings who can even lightly reshape reality itself it opens very interesting opportunities! For example, their talk can be done not via conventional means, but via summing two higher-frequency waves, generated _outside_ physical head [this one nearly 100% copied from dolphins/toothed whales, those still have their sound generating organs INSIDE their heads..but not where humans have them]. Or if they use more..traditional methods of talking, then their earlier speech recordings might look like stripe of of some material, 'modulated' as speaking pony talk and another pony drag stripe may be around lips of talking, or between his/her teeths, even! Quite ..unhuman way of generating speech records, but they are not humans ... It seems not infamous brain size (more accurately - brain size AND structure) determinate our limits, but ability to carry thoughts from one to another, in other word - speech, language. So, talking pony is sapient pony regardless of any externally visible material artifacts... like, hm, dolphins and co in our world.

Magic in this light is very strange thing to consider, because, at the bottom level, it really 'just' ability to amnipulate objects and/or energies at distance, and without limitations of biology imposed on us (no big electricity charges, no overly-big temperatures, no overly-destructive chemicals... something humans eventually overcome with non-living technology, to some degree. But if 'biological' of their world can hold up much stronger concentrations and types of energies? Very strange methods of using those will be developed..and quite different psychology, even if initially it was much like 'just slightly less kicking /and more thinking/ horse'. I tend to imagine all this (even much before events or reconstructions (!) we saw in show) much like Midnight Shadow's Out and About in the Equestrian Kingdom, yet without any humans, and obviously without any way to back up your life [at least initially!]. Information is magic even here, so why not imagine little, little magical horses who developed their own continent-level external 'supercomputer' much before their mechanical engineering reached same level as human's material engineering at the time we started to dream about computerized worlds?
