I don't really think it's much of a spoiler, but I'll put it under a break in case for those who haven't seen the movie yet.
So, a driving motivation for Tempest is the loss of her horn.
In Rock Solid Friendship, Maud mentions that crystals take on different properties when exposed to magic.
Hypothetically, if it were not possible for Tempest's horn to actually be healed, couldn't Maud recommend or help create a crystal attachment which would let Tempest use magic normally?

I don’t think it works like that
I suppose it could be possible. Something would have to be done to “attune”, for lack of a better word, the crystal to Tempest’s innate magical energies. Then it would have to have some kind of stabilizing agent so that it didn’t go off and spout magic uncontrollably. Of course this is all just hypothetical. I think a crystal would have to already have pre-existing magical energies inside of it for it to be used for that purpose. Maybe something could be done to infuse a regular crystal with magic properties, though it would likely be a complicated and time-consuming process that I don’t think most unicorns would be able to do without great risk to themselves.
In theory, yes, but it'd no doubt take Tempest a LONG time to get used to having a proper working horn which she can focus magic beyond shocks and explosions through. Discord I don't doubt would be able to help her, but the question is, WOULD he?

I think he would, if he could see some way of it benefiting him, or letting him have fun by causing a little bit of harmless chaos.

That sounds about right. He might need some convincing from Fluttershy and or Pinkie Pie since they seem to be the only ponies whose opinions actually matter to him, but I can see him restoring her horn if he thought it could amuse/benefit him in some way. Or not, Discord has a very unique mind, being probably the single most insane character in the entire show.
