It's because they don't deliver on their promise.
I've read horrible clop, and I've read Fall of Equestria stuff, and I've read and reviewed things that were barely readable because of of horrid grammar, and as a rule I don't downvote them. To each his own, it takes all kinds and all that. Mostly I don't believe I'm good enough to judge that the fic is objectively bad, merely that I don't like it.
Today I downvoted three fics. All of them not the worst on the website, perhaps even in the upper half.
I downvoted them because they don't deliver on their promise. Because they started well, and then they went on and crushed me with a horrid disappointment.
Is it a fair thing to do? I do not know.
But I would much rather have a fic which is crap and I know it when I begin reading it, than have a decently written turn Jar-Jar Binks on me when I've already invested into the story.
Are you going to share what those stories are?
I would say this depends on the reason they dissapointed you. Was is because the story goes in a direction you dosn´t want to or didn´t it hit your intrest anymore than i say it isn´t fair because the story didn´t do something wrong actually.
On the other side, is the reason the author dosn´t took the effort to keep the quality anymore like the gramma goes worse or it is obvious the author lost intrest in his own story and didn´t care anymore for things like character devlopment or intresting storyline then I would say it is ok to downvote it.
This all depends on an important circumstance, was you read through because of just for fun for you or was it official work for a group like making reviews. Was it for fun or by random request by someone I stay with the above but was it for proffesional reasons than don´t donvote it at all.

It is a bit of the former. The quality did not drop so much, but what I began to read as a great slice-of-life suddenly became a third-rate adventure, and then I downvoted it and stopped reading it.
4444415 If it was a read for fun and wasn´t tagged as adventure instead as slice of life I would say it is ok to downvote it.
It`s as fair as fair goes.
When the crap looks like crap and smells like crap, you know what you`re getting.
But when someone puts an effort to make something look and smell good, and then turns it into a turd? Very sad. Much disappoint.
