So, a couple things to go over here.
The Harmony League
I admit it. I messed up. I completely forgot about how Chapter One ended originally, and ended up stopping the new Chapter One earlier than I should have. However, as I said in the author's note, I pushed just a little too hard to finish the new Chapter One and wound up burning myself out. When I feel the urge to continue it, that's the first thing I'll do.
Regarding future chapter reboots, not all of them will be getting it like Chapter One did. Ticketmaster is pretty much fine on it's own, barring grammar updates, though I intend to remove the reference to helping Blueblood in the letter.
Downswing I'm debating with myself on. It is important to the overarching plot, but at the same time it kinda feels like it just rehashes Twilight's struggle in the new Chapter One.

You know, looking at the chapters now, I begin to realize it was just the first chapter and the Ruby Flame arc that I was so fired up over. So... yeah. I'll eventually finish the rebooted chapter one, run through all of the chapters for grammar mistakes, and then everything will likely resume standard operations afterwards.
Finally, I wanted to address the Penance Stare thing.
There is no Ghost Rider in The Harmony League.
Fluttershy does not have that particular ability. The two powers are different. Ghost Rider's version of the Penance Stare forces the recipient to relive all the pain and suffering they have maliciously inflicted upon others. Fluttershy's version taps into the recipient's primal instincts and forces them to freeze up as if an apex predator has suddenly found them interesting. In short, it causes mind-numbing fear if used successfully.
The reason I called it the Penance Stare is simple. It's a placeholder. I suck at naming things, except those rare occasions where I get lucky, and pretty much just slapped the first thing that came to mind there. If you all want to offer suggestions, I'll listen. But yeah, that's pretty much just there until something better turns up.
Tartarus Forged
This is actually kind of embarrassing, but I... forgot what I was doing?
I wrote down most of my ideas on paper since I didn't have access to my computer when I had that particular brainstorm... and found out the other day said papers were in my wallet when I accidentally ran it through the washer. I remember broad strokes of what I had, but nothing in detail.
Oh well. It's not like I planned for this story to be complicated to the nth degree like The Harmony League.
You'll all know when I finally figure out what to do next.
I would call Fluttershy's ability Predator Stare, often simply called the Stare.
As for Harmony League you need to get the band together so a chapter long montage of her recruiting the Elements based off what Celestia has told her. All she needs is what to look for and Mission Impossible it from there.
Yeah. Thanks for the heads up. And, yeah, "the Predator Stare" DOES sound like a good name (at least better than any *I* can think of).
For Downswing, maybe you can keep the parts important to the plot, but slightly edit the parts that make it look like a rehash of the rebooted chapter one so that it looks - a bit less of a rehash.
As for Tartarus Forged, maybe, for the next chapter, you could have Celestia reintroducing Twilight to Spike. After a little mutual awkwardness, Spike and Twilight gradually re-connect. Then you can have Sunburst and Starlight return, discussing a VERY recent misadventure in an alternate universe, only to find out their universe's Twilight has finally returned. And, then, for the chapter after THAT, Spike helps Sunset, Starlight and Sunburst gradually gain Twilight's trust before the five of them somehow end up making the acquaintances of the rest of the Mane 6.

4120919 Well, I don't write stories simply because I lack the time and energy to do more than come up with ideas for other writers. So, believe me, I can DEFINITELY understand how time and inspiration can be hard to come by.

I tried to write a story got about 200 words in and could not find a way to make the conversation at the beginning work. It was centered around a discussion between an elderly Applejack and Twilight. I may just end up paying someone else to write it because I think the idea was interesting.
