New scriptilydoodle: organized emoticon panel

Back in December of 2013, I organized the emoticon panel:

This had a userscript (thread here), which has long since disappeared (userscripts.org died). The script would no longer work anyway (due to site changes).

So, here is a new thingybug for you!

Note: I use this lovely dark theme, which is why the screenshot has græy
