To be honest: it was in the third where she became an official member of the team. I wonder what the forth is gonna be. There are seven members of the team now.
For the first film, it might have been a bit of a spoiler to have her there. And they wouldn't have realized she was going to become a break-out character. She might have ended up as a single-use villain, and not appeared in any further films.
But definitely she should have been on the second one.
