Equestria Girls takes place in a high school.
Derpy is a known student there.
This bodes ill for Dinky.
Best case scenarios are that Dinky doesn't exist yet, or is Derpy's little sister.
Worst case scenario, Derpy's not just a single mom, she's also a teen mom.
I'd call them being unrelated a middle-ground solution, because while that would mean there's no tragic backstory, it would also be breaking them up as a family.
Next week, we'll discuss the implications that the dragon migration in EG is when a pack of wild dogs passes through town.

It will almost certainly go unaddressed. MLP is a kids show, even if it can be appreciated by adults. They are not going to bring a topic as mature as teen pregnancy into it. At the same time, I'm think if Hasbro is making fanon(the LyraBon ship) canon, then they aren't going to smash current fanon. They don't have much of a reason for this anyways, as keeping Derpy as a background pony, if a foreground background pony, keeps everyone happy, but giving her enough airtime to even make it clear she's a teen mother will require a lot of airtime that would be better suited in most's opinions to developing Sunset Shimmer, the Humane Six, or the villains.
Edit: Just realized you didn't pose this as question for how it will be addressed, by rather an interesting statement. My interesting thought is that if dragons are dogs, what would that make cats?

Yeah, I don't expect the show itself to address anything. I trust the fan community to handle all the grimdark and tragic potential. I was just throwing the idea out there for others to play with.
As for the cats... hm. Considering the animosity, maybe phoenixes?

Considering how the Diamond Dogs also got turned into high school students, I'd say anything could be anything.
