So I just got around to watching season 4 epsisode 22 (Trade Ya) and I noticed something- or more specifically, somepony.
His name is Stellar Eclipse.
So I know I'm extremely late in this, but I have something to say about this character.
It would have been so easy for DHX to make this one character be the center of an episode. (Some people/ponies have physical disabilities, but you shouldn't think of them any different because of that, etc.) They didn't do that at all. Instead, the character shows up, doesn't mention his legs at all, and no pony ever does. Every character who interacts with him acts like they don't see his disability at all, and completely ignores the wheels.
I love this so much, the way the characters don't draw attention to it. I think I may have found a new favorite background/non mane 6 pony.

Good cartoons have a thing for quietly sending very powerful messages.

The guy who voiced him got a deal with Make a Wish Foundation to be on the show and, obviously, DHX let him on as the Discord lamp dealer for Trade Ya. I think he was paraplegic but don't quote me on that
It's still cool that NONE of the other characters directly nor indirectly acknowledged his disability
